Coincidence or Stage-managed: possibly with a view to frame the opposition?

--------------------------------------------------------------------------------

Dhivehi Observer, 18 May 2007

The late eighties and Gayoom's popularity is waning. Then 3rd November 1988 Tamil mercenaries, Weapons, Indian Assistance.

Fast forward 19 years. Gayoom's popularity is at an all-time low. Then 16 May 2007 - "Tamil Tigers", Weapons, Indian Assistance.

Sounds familiar? A coincidence?

If the incident where the Maldivian Coast Guard sank a vessel that was allegedly gun-running for the LTTE seems to be news that sounds too good to be true for Gayoom when he so badly needed some positive news, then, it may be because it is too good to be true.

In the late eighties when Gayoom's popularity was declining and the Indians were having a really bad time with the IPKF in Sri Lanka, and badly needed a success story, the November 3rd attack in 1988 proved to be exactly what they were looking for. Gayoom's popularity rose overnight, and the then Indian Prime Minister, the late Rajiv Gandhi had his success story. Therefore, it is of little surprise that political analysts believe that the Indians were behind the attack. ".... in 1989 India rushed its gun-boats to Maldives by engineering a Tamil rebel group to "invade" Maldives. India enacted this drama in the Indian Ocean in the name of stabilizing the region. But the whole episode was manipulated by the Indians to signal that the Indian Ocean belongs to her."

Now once again, Gayoom's popularity is at its lowest. His party, the DRP, is in disarray. His own brother has left the party, forming his own "faction" in the Majlis so as to speak. His brother-in-law Abbas Ibrahim has just suffered the humiliation of a vote of no confidence, which he barely won. He had to resign. He then had to face the embarrassment of being replaced by their "servant boy" Gasim Ibrahim, voted in by both parties. Things are definitely not looking rosy for Gayoom.

In a similar vein, when Gayoom used the Indian donated vessel "Huravee" (formerly INS Tillanchang) to attack innocent civilians on Namoona Dhoni, the Indian government was heavily criticized- no less by their own media among others. One Indian journalist claimed that "And now it (India) is looking the other way while an aged autocrat in the Maldives unleashes repression. India's support to Gayoom is not just unprincipled, it is imprudent" Deccan Herald. Moreover, the whole incident received a range of criticism from international human rights organisations. Therefore the Indian government badly needs a story where they could justify to the international community that they were right to gift the fast attack craft to the Maldivian government.

Suddenly there we have it. An incident where a Maldivian fishing dhoni discovers a vessel (identified as Sri Krishna, an Indian vessel stolen allegedly by the LTTE on 27th April 2007 as stated by Mr. D. MUKHERJEE, Director General of Police in Tamil Nadu,) in the Maldivian territorial waters allegedly carrying a consignment of LTTE weapons and explosives; and the Maldivian Coast Guard using the Indian donated vessel Huravee sinks the boat with a little help from big brother India.

PERFECT. Gayoom has his headline news and the Indians have their justification.

Is this sheer good luck for both Gayoom and India? Or is this a stage-managed incident; possibly with a view to blame the opposition?

There are several questions that raise severe doubts about the timing and the manner of what happened that makes one thinks that it's the latter rather than the former

Firstly, are these Indian nationals really members of the LTTE? The LTTE are hard-core separatists fighting a guerilla war in Sri Lanka that is over 24 years old. They have perfected the art of suicide bombing and evade capture at any cost. It is highly unlikely that any member of the LTTE would allow themselves to be captured by the Maldivian Coast Guard by jumping into the sea when they know that there is a probability that they could end up in the hands of the Sri Lankan military later on. It is much more likely that if they were the LTTE, then they would commit suicide by swallowing the cyanide capsules that they normally wear around their necks. Furthermore, the LTTE has never involved themselves in the affairs of the Maldives or has never been accused of or been caught using the Maldivian territory for any of their covert activities. Why would the LTTE supremo Mr. Prabhakaran suddenly decide to use the Maldivian territorial waters (and that too in the Southern end of the Maldives far away from the Indian subcontinent) for his gun-running operations? Surely he would realize the negative international impact that would be caused by involving the territory of a third state in his fight with the Sri Lankan government?

Furthermore, an organization such as the LTTE that has the capability to purchase weapons (and air craft) worth millions would be able to invest in a portable GPS system that would ensure that they were sailing in the right direction? After all, one could purchase such a devise from the high street of practically any country. Why would they risk losing weapons worth thousands of dollars by letting their vessel set sail without having something so cheap and simple that would guide them across the high seas? The Chief Government Spokesperson Mundhood claimed that "they were very bad navigators." Far from it. They were probably in the exact place that they were supposed to be.

And most importantly, why were the Indians involved in this operation? The Maldivian Coast Guard is a highly trained professional force. Several thousands of our hard-earned money is allocated to our defence budget. It is their duty to protect our waters and that's what the people of Maldives pay them for. According to their own statements "Coastal Surveillance" is one of their allocated tasks. Therefore, why on earth do they need the assistance of the Indian air force to carry out a surveillance operation'? Surely they should be able to carry out their own surveillance to check if there were other "gun-running" vessels in the area? Or is our Coast Guard only capable of harassing unarmed civilians on a dhoni without calling big brother for help? And why does the scores of Indian marines be needed to deal with one rogue vessel?

To give them the benefit of doubt, the Coast Guard maybe merely following orders but is the Indian assistance "pre-ordained" by Gayoom? By allowing "big brother" India to once more involve itself in what would any archipelagic or coastal state would see as their own national duty, Gayoom appears to once more compromise our independence as well as making our Coast Guard the laughing-stock of the region.

It is highly probable that the incident is one that is stage-managed by Gayoom, possibly with a view to blame the opposition. This is the kind of thing that is right up the Dictator's sleeve. By framing the opposition Gayoom would hope to lower their popularity thereby raising his, and at the same time let the Indians justify the donation of the fast attack craft. Statements to that effect would be given by those captured (with a little help with the "translation" from India!) He would decorate the Coast Guard by lauding them with medals and arrest the opposition leaders.

And those on board the vessel will be quietly repatriated back to India.

".... in 1989 India rushed its gun-boats to Maldives by engineering a Tamil rebel group to "invade" Maldives. India enacted this drama in the Indian Ocean in the name of stabilizing the region. But the whole episode was manipulated by the Indians to signal that the Indian Ocean belongs to her."
